Server mod tutorial

Hello guys,i wonder if there is a guide to mod a server
I bought a 20slot public server from gameservers and i would like to make a Free for all stalingrad fun server, with all weapons and high jump and many more

Can someone show me how to install to that server in a few clear steps
and what rcon commands i must use
